Early on, the creators of Minecraft wanted to make things easier for the players to get mods and have one place to get updates from. Therefore, what they did was they made the MCP files for the mod they made. Then they made an update tool for the MCP files that would patch the mod up to the most recent version. Then, the creators also made a way so that if the mod was broken, they could make a fix in the update tool and make a new MCP for the update tool. The update tool also had a tool that allowed people to export their update so that they can remove their mods if they did not want them on any of there worlds. Unfortunately, a few months ago, this update tool was mean to be stopped, but it was originally a mistake in a rush to release the update tool for the 1.7 update. We're not sure why the tool couldn't be stopped before it was released, but right now, this tool allows you to edit things in the mod files that are not checked and can be changed with a fork. You can see this tool and the and you can get codecs for the file with no clean up in order to be able to trust the mod creator(I've seen this tool used before).
We should also mention some other tools that are used in making mods like the Mod Loader and the MP Models and textures that you can get them here, but we tried to chose and talk about them less. I just want to say that if you want the MCP make, you can get them here. If you just want to get a file, then you'll just get the core files because that's all you can get.
